The work on development of new Kazakhstan’s Ecological Code is currently underway and KAZENERGY association is being directly involved in the work, Director of Oil-Qas and Energy Sector Development Department of KAZENERGY Association Yaromir Rabay told Trend.

According to him, the main principles of the new code are: the principle ‘polluters pay’; switch of the companies to complex environmental permitting; introduction of standards of best available technology (BAT); and tax incentives for companies to encourage introduction of BAT.

“Last year, we have attracted a consultant to research existing practices of ecology codes in the countries of Organization for Economic Co-operation and Development, as well as in Russia and Brazil. Proposals to the main approaches to environmental regulation in the new code were made based on the research,” Rabay said.

He added, that a working group which is developing consolidated industry positions regarding the code’s project is currently carrying out its activities at KAZENERGY.

Noting the significance of Concept for the Development of the Fuel and Energy Sector until 2030, which was approved in June 2014, Rabay noted that as a result, a new market structure has been formed on the electricity production market. Since the beginning of the year, energy-producing organizations have been operating according to the rules of the electricity and capacity markets.

“Among the strategic priorities outlined in the Concept, in terms of reducing the negative impact of the electric power industry on the environment, we can single out an increase in the share of electricity production from renewable energy sources. Over the course of last five years, the installed capacity of solar and wind parks in Kazakhstan increased by 30 times, and the electricity production via renewable energy sources has also significantly went up from 0.1 percent to 2.1 percent,” he concluded.
