Kazakhstan launches new government database of construction projects

Kazakhstan’s government held a meeting chaired by Prime Minister Askar Mamin to consider measures to fulfill the instructions given by the President Kassym-Jomart Tokayev on January 26, 2021, Trend reports referring to the government’s press service.

Minister of Industry and Infrastructural Development Beibut Atamkulov reported on the instructions’ current status.

According to Atamkulov, within the president’s instruction to recheck the figures declared for the share of local content in accordance with the approved methods’, field inspections will be organized in the regions. Besides, the working group from representatives of the Prosecutor General 's Office, Ministries of Finance, National Economy and Energy and the schedule of the inspections have been formed.

"We plan to check all tender documents confirming the use of domestic goods, works and services. Today, low indicators of the local content share are observed in Pavlodar, Aktobe, West Kazakhstan and Kostanay regions," said the minister. “Within the framework of the ‘Employment Roadmap’, 6,491 projects are being implemented in the regions for a total amount of 882.2 billion tenge ($2.08 billion).”

Speaking about the instruction to introduce mechanisms that prevent overpricing at the stage of cost planning (feasibility study and design and estimate documentation) he noted that so far, the mandatory application of standard projects is legally established when implemented through budgetary investments.

As he further pointed out, on January 10 this year a new government database of construction projects was launched. This is an additional opportunity for the re-use of projects with positive expert opinions. On May 1, 2020, an online calculator has been launched, which sets the maximum limits for the cost of building social facilities on the expertise portal.

"A ban has been established in the budget legislation. Now, without confirmed financing from the budget, the development of projects isn’t allowed. Besides, in order to avoid the development of unnecessary projects in the regions, we propose to provide for preliminary approval of the facility with the sectoral central state bodies when planning," added Atamkulov.
