Azerbaijan offered raise of effectiveness of SPECA

Azerbaijan made a proposal to raise the effectiveness of the UN Special Program for the Economy of Central Asian Countries (SPECA). Mahmud Mammadguliyev, the chairman of Coordination Council of SPECA, deputy foreign minister of Azerbaijan, offered to accelerate the mechanism of working out the projects and control on their implementation, Trend reports.c inm connection with this, he recommended to create electronic secretariat of SPECA.

Second he considers necessary to keep in check the desirers and not to expand the programs of new types, but concentrate the attention towards the real sectors of transport, energy, trade and information-communication technologies. And third it is sensible to facilitate the procedures of making decision within the framework of SPECA.

In relation to this, the Council of Managers was offered to study the activity of SPECA. The report on study of program activity should be submitted at the next session of the Council.

Mammadguilyev mentioned the necessity to raise the effectiveness of five project-working groups. During the last session, the chairmen to the working groups were selected. The working group on water resources and energy is headed by Kirgizistan, statistics Tadjikistan, ICT- Azerbaijan, transport and border intersections Kazakhstan. The issues related to the working group in the sphere of trade (the proposals of Tadjikistan and Uzbekistan are being considered) and gender matters (Azerbaijan, Kazakhstan and Afghanistan) still remain open.
