Five-year experience of activity of Azerbaijani Accounting Chamber (AC) asserts that the norms of the active legislative acts regulating its activities, as well as the activities of other financial control bodies need to be upgraded, AC chairman Namik Nasrullayev exclusively told Trend.
In many cases, they lack exact division of control authorities and function coordination. The reason for this is that the function, status and activity spheres of state control bodies are defined through various laws, orders of the president, resolutions of the Cabinet of Ministers and other normative and legal acts. With other words, there is not an united legislative base defining a legal framework for the activities of state bodies and a singe conception for the control in the financial sphere, he told.
Azerbaijan awaits a huge amount of oil revenues from Baku-Tbilisi-Ceyhan pipeline (BTC). It is expected to gain additional profits from BTC. The process of exploitation is very important because enough serious resources have been used for its realization. I think that when the law appears, then we, as a local auditor, will hold assessment, preparing our analytical materials, Nasrullayev underlined.
If in this moment, we have questions in relation with our failure to cover them, then we will raise question to sign an agreement with the participants of BTC, he emphasized.
All financial resources private and state are under control through some measures. Especially, the received finances are transferred into State Oil Fund of Azerbaijan and it becomes a concrete institute realizing control on the use of finances. Besides, I agree that some analytical works need to be carried out in order to raise the question: this year, what volume of oil was exported, and how many monies flowed, the chairman of AC concluded.
