Partial External Financing Envisaged to Construct Garbage-Processing Plant

The Government of Azerbaijan is about to launch implementation of the project on construction of the garbage-processing plant in the country in 2007. According to the Government, some $150 m. are expected to be attracted from external financial sources for this aim, Trend reports.

The cost of the project was preliminary estimated at в'¬350 m. Fifty million Euros out of this sum are expected to be granted by EBRD (European Bank for Reconstruction and Development). However, the Government has not fixed upon EBRD. Taking into account to prepare the financial and technical documentation, Japan`s EBARA, then, it is not ruled out that jjust cheap Japanese means could be partially attracted to implement the project.

The Government is expected to partially finance the construction of the solid waste processing plant at its own expense.

An interdepartmental working group consisting of specialists and experts from the Ecology and Natural Resources Ministry, Economic Development Ministry, Baku City Executive Power has prepared a technical task on the development of the feasibility study of the project. It has already been discussed with the EBARA specialists.

The Government thinks that the feasibility study should be prepared in several choices with the indication of economic expediency of the construction of one plant with a huge capacity or several plants with a lesser capacity in different areas across Baku City. They are likely to be constructed either in Balakhani and Surakhani or the Garadagh District and the Highway between Baku and Sumgayit.
