Main pipelines draft law to be discussed by Kazakh parliament

The Kazakh parliament has discussed the draft law on the legal regulation of main pipeline issues on Monday.

"The draft law is aimed at regulating the social relations arising from the construction, operation, conservation and liquidation of oil and gas pipelines, oil pipelines, as well as providing them with efficient, reliable and safe operation," said the executive secretary
of Oil and Gas ministry Kanatbek Safinov, presenting the text of the draft law.

According to Safinov, the draft law contains provisions aimed at resolving outstanding issues on the Karachaganak project, bringing into line with the Agreement on the principles of levying indirect taxes in the Customs Union, the elimination of high-octane gasoline
shortage in the domestic market, as well as regulation of the tolling of oil.

In this regard, the bill proposes amendments to the Tax Code, the laws "On natural monopolies and regulated markets", "Transfer Pricing", "On state regulation of production and turnover of certain types of petroleum products" as well as to the law on the introduction of the Tax Code.
