Contract to be signed in Kazakhstan on Pavlodar refinery’s first modernisation phase

The signing of a contract on the first modernisation phase of the Pavlodar petrochemical plant is expected in late December 2012, the director general of the Pavlodar Petrochemical Plant JSC Shukhrat Danbay told Trend on Monday.

The signing of a contract on the first modernisation phase of the Pavlodar petrochemical plant is expected in late December 2012, the director general of the Pavlodar Petrochemical Plant JSC Shukhrat Danbay told Trend on Monday.

"Around December 25, we are planning to sign a document with the Italian company Technip Italy SpA on the implementation of the plant's first modernisation phase," Danbay said.
He said this will be the so-called IP contract, including a request for documentation, basic engineering and supply of equipment with a long manufacturing period.

"Large pipes for oil refining will be supplied to the plant. Delivery will be carried out via Kars Bay and further along the Irtysh," he added.

The director general expressed the hope that the company will meet the deadline and manufacture Euro-5 standard by 2016.

The aim of the 'Modernisation of the Pavlodar Petrochemical Plant' project is to achieve a refining capacity of 7.5 million tons per year with a processing depth exceeding 90 per cent and the output meeting Euro-4 and Euro-5 standard.

The technological equipment of existing facilities will be renovated, the automatic system for technological process control will be replaced, the operational reliability will be increased and emissions of harmful substances into the atmosphere will be reduced as a result of the plant's modernisation.

Pavlodar refinery's modernisation project is a part of a governmental programme on the reconstruction of domestic refineries.

Previously it was reported that this spring the management of the Pavlodar Petrochemical Plant JSC signed a tripartite contract for development of design estimates for the modernisation of the Pavlodar Petrochemical Plant project with the Italian company Technip Italy SpA and Kazgiproneftetrans LLC which is the Kazakh Italian partner.The cost of the design estimates are $300 million.

Technip Company is a world renowned engineering contractor with large centres in Europe, USA and South-East Asia. The company is among the top five corporations producing equipment for oil and gas extraction and production of petrochemical products and dealing with construction and rendering services in the oil and gas industry.

The director general of the Pavlodar petrochemical plant said other foreign companies, licensors of modern technology in the oil refining field will also take part in the project and relevant agreements were signed with them in May. The British company UOP Limited, French Axens and the American Bechtel Hydrocarbon Technology Solutions, Inc. are among those companies.
