SOCAR discloses cost, time of commissioning bitumen plant at Baku refinery

It is planned to commission the bitumen plant at Baku oil refinery named after Heydar Aliyev by the end of summer 2018, advisor to vice-president on strategic development at Azerbaijan’s state oil company SOCAR Teymur Aliyev told Trend.

“Currently, construction of the bitumen plant is well underway. Detailed design, as well as the purchase of basic equipment is complete. Part of the equipment has already been delivered. Construction work is in full swing. We plan to commission the facility in 2018, by the end of summer,” said Aliyev.

He pointed out that the project’s cost is estimated at approximately 50 million euros.

Talking about the process of modernization of Baku oil refinery in general, the high-ranking SOCAR representative noted that the preliminary design (Front-End Engineering Design - FEED) has already been completed and currently, evaluation of proposals is underway to select Engineering, Procurement and Construction (EPC) contractors.

“It is planned to complete the tender by late 2017. EPC contracts will be signed in late 2017 and early 2018,” he added.

The Baku Oil Refinery’s modernization will be completed until 2020. The refinery’s processing capacity will be increased from 6 to 7.5 million tons of oil per year.

SOCAR announced the liquidation of Azneftyag oil refinery and its merger with the Heydar Aliyev Baku Oil Refinery in 2015. This decision was made as part of the work to improve and optimize SOCAR's structure.
