Smart-cards for E-signature to be issued in Azerbaijan

Smart-cards are planned to be issued to apply E-signature from April, 2009, Tair Mirkishili, head of Ultra Computers company said on March 13.

"E-signature is basic in E-government foundation in Azerbaijan. Afterwards, we will determine projects to be joined E-signature by November," Mirkishili said.

Tender on national infrastructure of open keys for E-signature application won consortium of local companies Ultra Computers, Azerin and Microsoft Azerbaijan. The tender was announced information-calculating center of the Azerbaijani Communication and IT Ministry in September.  

The project launched in November 2008 is envisaged to complete in October-November, 2009, he said. Smart-cards and small devises for these cards reading will be granted to each citizen.

Population, legal entities and state organizations will use smart-cards, Mirkishili said. For example, payment of public utilities, purchases in E-format, as well as submission of tax declarations for legal entities will be possible after E-signature introduction, Mirkishili said. 

The project's cost has not been announced with reference to confidentiality.

This system is envisaged to be introduced by Azerbaijani law E-signature and E-document.
