Technical work to establish database on IMEI code in Azerbaijan about to complete

All mobile hand-sets in Azerbaijan will be included in a common database, Simbrella CEO Seymur Mammadov told Trend .

Registration will be carried out in line with IMEI code, which is issued for the hand-set during the production. Considerable part of work over the establishment of database on IMEI codes has been done. Simbrella is carrying out technical work over the project.

Mammadov said the project will include cellular communication operators and governmental agencies. Thus, the State Customs Committee will carry out control and registration of imported hand sets. The Ministry of Information Technologies and Communication will regulate the project.

The system will be launched upon coordinating all aspects between participants in the project, as well as establishing a legal base and procedures on registration of telephones. The database will be fulfilled intensively trough IMEI codes of mobile hand-sets, which will be imported through Azerbaijan.

All issues under this project have been coordinated with active cellular operators. All hand-sets used in network of operators will be automatically included into the database.

The new order will fight with several problems simultaneously in Azerbaijan. Firstly, with robbery.  When the system works it will be almost unprofitable to rob mobile hand-sets. It is enough for operator to have reference from police to switch off the hand-set and it will be impossible to use it. There will be a 'black list', which is to include ІМЕІ-codes of robbed or lost hand-sets.

Secondly, with illegal import. The base will include codes of mobile hand sets delivered via border. Wile purchase it will be necessary to check the IMEI of the hand-set in register. Access to common database to check IMEI code will be carried out through SMS to short number of mobile operators, or public Internet resource.

Presently, many infringing manufacturers use a method of IMEI cloning through "reinsertion", which is inexpensive and short process. Azerbaijan is thinking of preventing appearance of IMEI clones and hopes to use experience of countries with passed all peripeteia of the new law. Mammadov said the problem has been partially solved in Turkey through applying a method of connecting IMEI code to a concrete number. Respectively, a mobile hand-set with similar IMEI code will not wok in the network.

Another important issue is related to import of mobile hand-sets, purchased abroad for private use. In Turkey owners themselves carry out registration and pay duties. New SMS duty payment system was applied to simplify this procedure. Similar version will be applied in Azerbaijan.

Further the system will be supplemented by modules in line with the demand of state bodies.

In the first half year of 2009 the foreign trade turnover of Turkmenistan rose by 22 percent as compared to same indices of 2008. Export exceeded import by 1.7 times, official Turkmen source announced.

In January to June 2009 the volume of capital investments assimilated from all financing sources rose by 2.5 times as compared to the same period of 2008.

Over seven months growth rate of the retail goods turnover was 1114 percent as compared to the same period of last year.

Turkmenistan is one of key suppliers of natural gas to the Caspian region. Over the past period the country has intensified work over diversification of energy routes, which have been closed by main pipeline managed by Gasprom for a long time. Export of the Turkmen gas to China is likely to commence at the end of the year via the pipeline built through the territory of Uzbekistan and Kazakhstan. Construction of additional branch to neighboring Iran has been launched.

As a result of currency auctions on USD/AZN_TOD in July 2009, Baku inter-bank currency exchange determined 5 banks-leaders of currency stock exchange market in accordance with share of concluded deals headed by the International Bank of Azerbaijan, the bank said.

Unibank joint-stock commercial bank, the International Bank of Azerbaijan, AGBank and Texnika Bank stock-commercial bank were the leading dealers of organized currency market.

Roughly 15 banks participated in BBVB auction in July 2009. Roughly 46 trade sessions were conducted in report month in Exchange E-auction system. Roughly 46 deals were registered. 

Total volume of currency USD/AZN auction hit 47.562 million manat or $59,175 million in report month.

Total amount of auctions in currency decreased by 37.9 million manat or 44 percent in July compared to June.

Average daily turnover of exchange E-system of USD/AZN auction hits $2.573 million. But average amount of each deal hits $1.286 million.  

Exchange rate of national currency on USD/AZN_TOD reduced 0.11 percent from 0.8028 to 0.8037 manat per $1 in report month. Average rate of dollar to manat hit 0.8037 manat per $1 in July compared to 0.8033 manat as a result of June 209.

In January to July 2009 the transactions with all securities traded in Baku Stock Exchange amounted to 2.66 million manat.

The overall corporate securities market increased by 89.68 percent. Particularly, the secondary market of corporate bonds increased for more than 3.6 times.

The highest growth rate was observed in the secondary market of equities, which jumped twice. The primary market of equities and bonds increased by 75.06 percent.

An increase in trading activity of both Treasury Bills' primary and secondary markets was 1.6 and 5.5 times, respectively

As a result of the first seven months income of the public budget of Turkmenistan was fulfilled by 118 percent and expense by 94 percent, being higher than the last year figure, official Turkmen source said.

As of July 31, 2009, budgetary and self-supporting state enterprises do not have debts on wage payment.

Turkmenistan is one of key suppliers of natural gas to the Caspian region. At present fuel delivery to Russia has been cease due to incident in the Central Asia - Center main gas pipeline in April. This period is characterized by high macroeconomic indices, as well as durable dynamic growth of the growth domestic product.

Thus, in January to July 2009high growth rate was achieved in production of electricity, mineral fertilizers, fibre cotton, ready-made and knitted garments, fish and fishery products, confectionary, milk and agriculture products. Furthermore, natural gas and oil production from the field developed by joint ventures and foreign companies increased. Exchange rate of national currency is stable.

During the governmental meeting Turkmen President Gurbangulu Berdimuhamedov demanded to ensure further stable growth of fields.

"Presently, Turkmenistan has all conditions and opportunities for it," the president said. Consolidation and increase of economic power guarantees welfare of all citizens of the country and improvement of living conditions. In this respect, the Turkmen leader indicated the necessity of sharp control over timely payment of wages, pensions and benefits.

The State Oil Company of Azerbaijan (SOCAR) plans to increase investments needed to upgrade and increasing number of consumers of 31 gas economies in Georgia held by SOCAR Georgia Gas, a subsidiary of SOCAR Energy Georgia, Georgia Gas Head Anar Mammadov said. SOCAR Energy Georgia is a subsidiary of SOCAR.

"Initially, minimum amount of investments was expected to amount $40 million, whilst the scope of work turned out larger after the estimation. The amount of investments is likely to change and increase," Mammadov said.

Mammadov did not name sum of investments due to inexactness.

At present gas distributing networks under the possession of SOCAR Georgia Gas consume approximately 80-90 million cubic meters a year. Under the three-year program the company plans to increase number of subscribers from 60,000 to 150,000 in total. Following increase in number of consumers demand for these networks will double as minimum, Mammadov said

In January-June, the company delivered 40 million cubic meters of gas to its gas-distributing networks. It is planned to deliver the same amount in the second half of 2009, as well, Mammadov said earlier.

On Dec. 26, SOCAR and the Georgian Government signed an agreement to operate 30 gas supply grids and gas distribution networks in the Kakheti, Mtskheta-Mtianeti, Shida and Kvemo Kartli, Ajaria, Guria, Imereti, Samegrelo regions of Georgia. These networks are operated by 24 companies.

In April, SOCAR Energy Georgia acquired a gas distribution network in the Marneuli region populated by Azerbaijani community.  Marneuli has 31 gas supply grids operated by SOCAR Georgia.

Gas distribution networks in Marneuli were previously owned Wissol, which bought gas from SOCAR and was selling it in Marneuli. Now the work in this direction will be implemented by SOCAR Energy Georgia.

Azerbaijani Airlines (AZAL) and Israel are in talks on implementing Baku-Tel-Aviv flight, AZAL Spokesman Maharram Safarli said.

"Israel made definite proposals which Azerbaijan did not accept. However, there is still time left by Aug. 20 [initial term of cessation of flights]," Safarli said.

Last year Israeli company Arkia was issued a license to carry out Tel-Aviv-Baku flights. However, to realize flights Israeli air company raised an issue of security. The company considers measures undertaken by Azerbaijan insufficient, because they do not enable Arkia liners to land in Baku. In turn, representatives of Azerbaijan disagree with it, Israeli media reported.

Over 16 years only AZAL airliners have flown in this direction. The Baku-Tel-Aviv-Baku flights are realized twice a week on Wednesdays and Sundays. The takeoff time in Baku is at 09:35 and arrival time is 17:50 [Baku time].
