The Azerbaijani National Academy of Sciences' Information Technologies Institute (ITI) is reviewing a Polish company's proposal to introduce biometric passports in Azerbaijan.

The ITI met representatives of the Polish Embassy in Baku to discuss the issue. The aim of the meeting was to get familiar with the PWPW S.A. company's activities in the field of biometric passports and next-generation identification documents.

The embassy's representatives provided detailed information on the company's projects.

PWPW S.A. Supplies microchip liners for biometric passports in Poland. After receiving the EU's recommendation, Poland started issuing electronic passports to citizens in late August 2006.

PWPW S.A. together with the Lithuanian company Garsu Pasaulis won a tender to manufactur new Lithuanian passports.

Today the ITTT is working to assess identification document security and define criteria based on the needs of Azerbaijan.

The institute regularly holds meetings and exchanges views with companies offering individual technologies and integrated solutions in biometric identification systems. These are ready-made solutions for border control points, registration passport offices, telecommunications solutions and passport and microchip production equipment. ITI frequently submits offers to the Cabinet of Ministers.

In 2011, all Azerbaijani citizens will receive e-passports containing biometric information about their owners, ITT Director Rasim Aliquliyev said.

Work to establish a legal framework to implement measures in this direction is continuing.

A presidential decree approved a phasing exchange of operating passports into biometric passports. The state program is divided into two phases. The first phase (2007-2009) covers the establishment of a legal and regulatory base to form the system and the second phase (2010-2012) covers creating infrastructure for a biometric passport system and the wider use of biometric technologies.
