Azerbaijan's IT policy plays a significant role in building e-government, Microsoft Standardization Program head in Central and Eastern Europe Andreas Fuxberger said at a conference in Baku this week.

"The policy to construct an e-government takes five to 20 years and technologies change daily," he said. "Today, with the development of various e-government components, we see a need for internal integration and effective measures to combat security threats. Governments often behave as business entities. They try to be more responsive and efficient, and quickly respond and take action. Decreasing costs and improving service efficiency are fundamental factors in building e-government. Substantial investment is needed."

Fuxberger added that in the future the efficiency of indicators will be measured according to investments in the IT and e-services sector.

He also noted that a major difficulty in implementing e-government is attracting ordinary citizens to interact with the government. Legislation must be improved and educational activities must be conducted to facilitate civic involvement, he said.
