Azerbaiajni Communication and IT Ministry puts conditions before Internet-providers to strengthen data protection

The level of information security for electronic resources in Azerbaijan is not at the proper level and is assessed as average, Minister of Communications and Information Technologies Ali Abbasov said at the Azerbaijan Diplomatic Academy.

Minister said that today Azerbaijan combats cyber crimes both on interstate level in accordance with the international convention 'Cybercrime' and on intrarepublican level.

"The fight against unpleasant incidents in the Internet, is conducted mainly in three directions, at the level of primary provider, secondary Internet service providers and at the user level. Unfortunately, the vulnerability exists at the level of Internet service providers. As a regulator we have to put before them the conditions to strengthen data protection, use new technologies. If one evaluates the current situation on the market of Azerbaijani information security, it is at the average level, "  the minister said.

Abbasov said that the loss of Internet users in the U.S. from cybercrime activities amounted to approximately $ 400 million last year. Taking into account the banking sector, the sum may run into the billions of dollars.

Recently, the Ministry took the initiative to license the activities of Internet providers.

Abbasov said that it was perceived by them negatively.

The Minister said that the need for licensing ISP was caused by two reasons, including the increasing incidence of infringement of the rights of Internet users and the ever-increasing threat to security in virtual network. Licensing of internet service providers will be the basis to regulate their activities, the minister said.

In his turn, chairman of the Internet community in Azerbaijan Ghalib Gurbanov considers that the introduction of licensing of Internet service providers will improve the quality of their services. He said that the lack of regulation of ISP resulted in the emergence of numerous providers, who do not render services at a proper level.

"Today, anyone having bought the minimal equipment, can provide Internet services. The lack of control on this market segment caused appearance of numerous random and untrained providers, who do not have any facilities, or security tools or specialists. The quality of services rendered by them leaves much to be desired, not to mention the fact that ultimately a user is deceived, Gurbanov said.

The Internet community in Azerbaijan is ready to assume some responsibilities for the control of a segment AzNET in preventing the appearance of providers that provide services at the amateur level, Gurbanov said.
