Kazakhstan to launch online platform for issuing subsoil use rights

Kazakhstan's Ministry of Energy has been instructed to ensure the launch of an online auction system for provision of subsoil use rights for hydrocarbons before the end of 2020, Trend reports with reference to the press office of Kazakhstan’s prime minister.

The topic was discussed during a meeting of the State Commission on Digitalization under Kazakhstan’s President.

The overall economic effect from the Digital Kazakhstan State Program implementation over the period from 2018 through 2019 amounted to 802.5 billion tenge ($1.9 billion).

As noted during the meeting, changes and amendments were made to 700 norms of 11 codes and 58 laws within the framework of the program implementation.

Furthermore, meeting participants noted that currently 83.7 percent of public services are provided online.

Work is underway to open 'Model Digital Factories' at ventures, which will allow to increase labor productivity by 25 percent, resource efficiency by 18 percent, equipment service life by 5 percent. This will also reduce production costs by 20 percent, labor costs by 30 percent, energy costs by 35 percent.

Introduction of 10 technological platforms in various fields is planned in the future within the framework of the program. These are Govtech, Smart city, Industry 4.0, Agritech, Blockchain, Space-Geotech, AI (Artificial Intelligence), E-Industry, Fintech, Greentech.

These platforms will consolidate the finished technical infrastructure, large amounts of open data, as well as development and analytics systems for domestic IT companies and startups.

Participants of the meeting paid special attention to the development of the Industry 4.0 technology platform, which is aimed at automating production processes using robots, big data and artificial intelligence.

The platform will combine financial, information services, trading floors and technology transfer systems, primarily for enterprises of the mining and metallurgical and fuel and energy complexes, and the manufacturing industry.

The head of government instructed the Ministry of Industry and Infrastructure Development to create an action plan within a month on a set of regulatory and incentive measures to develop elements of 'Industry 4.0' and expand the 'Model Digital Factories' project.
