Public services digitalization leads to indirect economic effects in Kazakhstan

The optimization of the public services provision by state bodies gave an indirect economic effect of more than 8.4 billion tenge ($18.4 million) in 2019, a representative of Kazakhstan’s Zerde National ICT Holding told Trend.

The optimization work is being carried out within the framework of 'Digital Kazakhstan' State Program.

Zerde National ICT Holding is engaged in implementation of the 'Digital Kazakhstan' program in the country. The main goal of the program is the improvement of Kazakhstan's economy competitiveness and quality of life through the progressive development of the digital ecosystem.

The Zerde official said that within the ‘transition to the digital state’ envisaged by the program, 80.2 percent of public services were automated, the average term for rendering services was reduced by three times (from 31 to 10 days), 70.8 million paper documents were excluded from circulation. To optimize public services provided by state bodies, 301 integrations of information systems was carried out.

“The optimization gave an indirect economic effect of more than 8.4 billion tenge [$18.4 million], and the average package of documents was reduced by 30 percent from 6 documents to 4. Thus, due to pre-registration through electronic services, ‘live’ queues in clinics were reduced by 30 percent, which halved the time spent by patients in clinics,” the Zerde official said.

Talking concrete sectorial results of 'Digital Kazakhstan' implementation in 2019, the representative added that 18.2 million people in Kazakhstan (or 97 percent of the population) have regional electronic health passports.

“The measures taken under the program have improved the quality of healthcare services and facilitated the work of doctors. Within the framework of the education digitalization, 78.5 percent of preschool institutions have electronic queuing for admission, and 70.3 percent of schools accept students online,” the official said.

Overall, he noted, education digitalization has reduced the gap in education quality between rural and urban schools by more than 30 percent.

Zerde holding is the largest Kazakh state company, created in 2018 for the development of modern ICT and communication technology market, implementation of innovative projects and formation of unified ICT environment.
