Kazakhstan working to create legal regulation for digital technologies

Kazakhstan’s existing legislation is currently being adapted for the rapidly evolving information and communications technologies, Vice-Minister of Kazakhstan’s Digital Development, Innovations and Aerospace Industry Ablaikhan Osspanov told Trend.

Osspanov said that the ministry together with government bodies and other organizations the adaptation is being carried out by reviewing existing mechanisms for implementing IT projects and simplifying their coordination at the planning and budgeting stage.

Thus, he said, the Ministry has developed a "On Amendments and Additions to Some Legislative Acts of Kazakhstan on the Regulation of Digital Technologies" draft law.

“The draft defines the concepts of digital assets, mining and blockchain technology, and intellectual robot. Introduction of an instant payment system is overseen in the draft, which allows the population and businesses to transfer money and make payments online regardless of the payment instrument used (bank accounts, payment cards, electronic wallet),” Osspanov said.

These amendments will provide for non-cash payments increase, shadow economy decrease, costs for business decrease and increase of the services quality for the population.

Overall, the main purpose of the law adoption is to create a legal framework for the regulation of application and implementation of digital technologies.
