Ukraine's Kherson sea port officially handed over to Georgian investors

Ukraine signed an agreement on the transfer of the Kherson commercial sea port's concession to Georgian-Swiss Risoil-Kherson LLC consortium for 30 years, Trend reports via Georgian media.

As reported, in January 2020, Risoil-Kherson LLC won the tender for concession of property assets of the Ukrainian State Enterprise "Kherson Commercial Sea Port" (KCSP).

“We have the first in the history of independence of Ukraine marine concession,” said President of Ukraine Volodymyr Zelensky, who attended the signing ceremony.

The Ukrainian authorities expect 300 million hryvnias ($11.2 million) investment from this public-private partnership in the development of port infrastructure of the city and the region in the next three years.

The agreement stipulates that the concessionaire is granted the right to build and create objects for the modernization and development of the port.

Risoil-Kherson LLC is a consortium of Petrol Oil and Chemicals LLC (Georgian Industrial Group) and Risoil S.A. (Switzerland), with the share of the Georgian group of 60 percent, and the share of the Swiss company - 40 percent.

In December 2019, four companies submitted applications and were prequalified for participation in the tender for the concession of property assets of KCSP. The participants included Busserk Liman Isletme Loj (Turkey), LLC Special Company Kherson Sea Port, Risoil-Kherson LLC and Ukrainian LLC Ukrmorport.

According to the terms of the tender, the winner must invest 300 million hryvnias ($12 million) in the port and in addition, 18 million hryvnias ($721,300) in the local infrastructure.

Georgian Industrial Group is one of the largest industrial companies in the country with an annual income of $160 million. The company and its subsidiaries are involved in the fields of energy, construction, real estate, heavy and light industry.
