Uzbekistan will consider regulation on the procedure for controlling road transport, which will regulate the interaction of employees of the Ministry of Transport, which controls road transport with road users, Trend reports citing Norma information and legal portal.
The draft resolution was prepared by the Ministry of Transport in order to ensure the implementation of the law on amendments and additions to certain legislative acts of Uzbekistan and the decree of the president on measures to radical improvement of the public administration system in transport.
According to the information, the resolution was developed to improve the safety and quality of road transport services, improve the licensing system and protect the interests of national carriers, identify and terminate unlicensed activities in the field of road transport of passengers and goods.
The requirements of the regulation will not apply to vehicles used in the elimination of natural disasters (earthquakes, floods, fires, epidemics, etc.) and their consequences or in rescue operations, vehicles used in the educational and training process, vehicles undergoing road tests and not yet put into operation as part of their delivery, repair or maintenance.
Also, vehicles controlled by the structures of the Ministry of Defense, State Security Service, Ministry of Emergencies, Ministry of Internal Affairs and those under the customs control of the customs authorities will not be subjected to the requirements of the regulation.
The main tasks of control over road transport will be to improve the safety and quality of services in road transport, prevent offenses in this area and ensure compliance with legislation in the field of road transport, including compliance by licenses with the requirements and conditions of the license.
It will also monitor compliance with the rules for the carriage of passengers, baggage and cargo, the safety of passengers and cargo, ensuring the required level of culture for serving passengers, regular movement of vehicles on passenger routes, monitoring compliance with the established schedule and intervals.
In addition, systematic control will be carried out over the fulfillment by carriers of obligations established by law for compulsory insurance of civil liability for harm to life, health and (or) property of passengers and identification of cases of unlicensed transportation of passengers and goods by road and taking measures against them in accordance with the current legislation.
