Land has become a subject of bargaining in Kazakhstan, MP Dariga Nazarbayeva said at the governmental hour on Measures for the efficient use of land resources.

"Land has become the subject of trade, and not private owners trade between each other, which, in principle, is normal for the market economy, but public authorities," Nazarbayeva said, referring to chairman of the Agency for Land Management Kadirhan Otarov.

She stressed that land trade in the country has turned into a private business. There are more and more abuses. This is evidenced by legal proceedings; the governorates reveal that they made the wrong decision and seize the land.

"According to statistics, the business is so lucrative that the fear of losing a job or going to jail seems paltry," the MP said.

Nazarbayeva added that Kazakhstan's current Land Code and other laws, and the entire legal framework in this area are obsolete.

"They need to be improved, upgraded, and somewhere reviewed, because all the problems that are raised here are of a systemic nature, which have been developing for over the past 20 years. They no longer meet the current demands of the country and the citizens," the MP said.
