Personnel reshuffle in Kazakh government technical in nature says expert

The current reshuffle in the Kazakh government is more technical in nature, Director of the Risk Assessment Group, Kazakh political analyst Dosym Satpayev believes.

"Personnel changes in the government, which we are seeing today, are more of a technical nature. And they are the imitation of intense activity. If the government has nothing more to offer to the public and to the state, then it starts administrative reform," Satpayev told Trend.

The creation and abolition of ministries, change of heads of departments which are either appointed as the heads of national companies, or sent to the regions, is common practice, according to the expert.

"Much more interesting would have been the appointments to key positions such as head of the Presidential Administration, the prime minister, the head of the National Security Committee, as balance within the elite and national security are dependent on this," he said.

On Aug. 6 the Kazakh President announced a reorganization of the government. In particular, new structure of the government will be created, which will include 12 ministries and 30 committees.

Asset Issekeshev was appointed Minister for Investment and Development. Earlier, he headed the Ministry of Industry and New Technologies. Tamara Duysenova was appointed Minister of Health and Social Development. She previously headed the Ministry of Labor and Social Security.

Yerbolat Dossayev will head the newly-created Ministry of National Economy. Earlier, he headed the Ministry of Economy and Budget Planning.

Vladimir Shkolnik will head the new Ministry of Energy. Uzakbai Karabalin will be the First Deputy Minister of Energy. Kazatomprom will be headed by Nurlan Kapparov who headed the Ministry of Environment Protection.

Former Minister of Regional Development Bolat Zhamishev will head the Development Bank of Kazakhstan. The Agency for Civil Service and Anti-Corruption will be headed by Kairat Kozhamzharov, former Secretary of Security Council of Kazakhstan.

The powers of the Ministry of Emergency Situations will be transferred to the Interior Ministry.
"Moreover, the Ministry of Culture and Sports will be created," the president said.
