Kazakhstan to commission several new petrochemical plants

The Ministry of Energy of Kazakhstan will develop a National Project for the Development of Petroleum Chemistry in 2021, the country’s Energy Minister, Nurlan Nogayev, said, Trend reports citing the ministry.

The goal of the project is to accelerate the ongoing petrochemical production and creating attractive conditions for potential investors

“The project will ensure the development of the industry in a targeted manner, with an emphasis on solving problematic issues, especially, providing petrochemical projects with raw materials, creating a cluster of petrochemicals, developing further redistributions,” Nogayev said at the board meeting on Mar.5.

The minister added the development of a separate agreement between the government of the country and an investor is being worked out, taking into account the investor’s needs in the implementation of a petrochemical project.

According to the minister, the abovementioned measures will provide the construction of 5 plants to be completed by 2025, including three plants in the Atyrau region: for the production of polypropylene with a capacity of 500,000 tons per year; for the production of industrial gases with a capacity of 57 million cubic meters of nitrogen and 34 million cubic meters of dry compressed air; for the production of polyethylene terephthalate with a capacity of 430,000 tons per year.

“Moreover, in the Shymkent region, the construction of a new plant for the production of polypropylene with a capacity of 81,000 tons per year and octane-enhancing additives for gasoline with a capacity of 57,000 tons per year will be completed on the basis of raw materials from the Shymkent oil refinery. A plant for the production of methanol (82,000 tons) and glycol (100,000 tons) with a capacity of 182,000 tons will be built in Uralsk,” said Nogayev.

“As a result of the measures to be implemented, it’s expected that the volume of oil and gas chemicals production will increase 9 times, reaching 2 million tons. It’s also expected that the volume of investments in the country's economy will amount to about $3.9 billion,” said the minister.

“Consequently, the production of basic petrochemical products will serve as a solid ground for the development of deep processing in the oil and gas sector, which is in line with our strategy to diversify the raw material economy and strive for technological development,” the minister added.
