The Ministry of Finance of the Republic of Kazakhstan has reviewed a new procurement procedure of the Samruk-Kazyna National Wealth Fund, developed upon the instruction of the Head of State, Trend reports referring to the press service of the Ministry of Finance of the Republic of Kazakhstan.
Relevant suggestions and observations will be submitted on the need for enhancing transparency, establishing forms and disclosing the requirements of pre-qualification and tender documents, as well as harmonizing the Procedure with public procurement approaches and processes.
"All procurement procedures should be described in the Order, without any reference to documents that are not available to procurement participants. It is also proposed to avoid corruption risks while considering applications by the qualification commission, reduce purchases from a single source, and exclude purchases made within the holding, precisely from subsidiaries of the Fund," the statement said.
To date, Samruk-Kazyna is working on eliminating these observations jointly with the Ministry of Finance, which will result in an agreed procurement Procedure.
