Kazakhstan to transfer subsidy system in agro-industrial complex into digital format

The subsidy system in Kazakhstan’s agro-industrial complex will be transferred into a digital format, Kazakh Minister of Agriculture Yerbol Karashukeev said, Trend reports referring to the government.

Karashukeev said that the proposals have been prepared to adjust the system of state support for the agro-industrial complex, which will be aimed primarily at simplifying its mechanisms and optimizing the spheres, ensuring equal accessibility for all farmers regardless of the size and type of farms.

"A procedure, according to which subsidy recipients must accept counter obligations to achieve specific indicators, is also being introduced," the minister added.

"The proposals are currently being considered by the created working group to improve the efficiency of state support for the agro-industrial complex, which includes the representatives of the corresponding associations and unions, agribusiness, science, interested state and local executive structures, as well as members of the Senate and Mazhilis [lower house] of the Parliament of the Republic of Kazakhstan," Karashukeev said. "So far, four meetings of the working group have been held."

The minister added that as a result of the working groups’ activity, the numerous proposals and comments related to the new system of subsidizing the agro-industrial complex were received from districts, the corresponding unions and associations, members of the working group, which are systematized and, if justified, will be taken into account when finalizing the subsidy system.

"The final package of changes to improve the subsidy system is planned to be submitted to the government for consideration following the working groups’ activity in March 2022," Karashukeev said.

The minister stressed that one of the main innovations of the new subsidy system will be its digitization.

"The development of a unified state information system for subsidizing is being completed," Karashukeev said. "Its main functionality will be the automatic creation of a register of subsidy recipients, verification of their compliance with the category of agricultural producers according to the General Classification of Economic Activity, registration of counter obligations of subsidy recipients, assessment of the degree of their fulfillment, the procedure of receiving subsidies and the list of the applications which were not considered."

"As opposed to the Qoldau system, the new system will be free for farmers and will be integrated with all main state databases," the minister said. "All actions of the system will be automated, which will minimize corruption risks during the distribution and issuance of subsidies. We are testing it in pilot mode in Akmola district."
