Parliament of Kyrgyzstan amended Family Code in the first reading, as decided at today's session of the Parliament, 24.kg reported.
According to Minister of Labor, Employment and Migration Almasbek Abytov, a child, on the request of parents, can change first, middle and last names before the age of 16. "That is without the prior permission of the department of Family and Children Support as stipulated by the current wording of the code. Permission of the Department of Family and Child Support is unessential and is a bureaucratic barrier, if there is no dispute between the parents about the change of child's name.
According to Minister, government will have the right to determine the order of child adoption by citizens of the KR permanently residing abroad, foreign nationals, as well as monitor the living conditions and upbringing of children in adoptive families. "Thus, government undertakes control over international adoption of children. Adoption of children, citizens of Kyrgyzstan, by foreign nationals will be provided in accordance with article 172 of the Family Code, i.e. through the courts of the KR. It is suggested that prosecutor would participate in the judicial process in addition to mandatory participation of parents, as the court must make ensure that the adoptive parents are able to be parents," added Almasbek Abytov.
