Kyrgyz president: Parliamentarism not fully consolidated in Kyrgyzstan

"Parliamentarism has not fully consolidated in Kyrgyzstan," Kyrgyz President Roza Otunbayeva said at the international conference "Parliament's role in the development of independent Kyrgyzstan" on Wednesday.

She said it is the most difficult time for Kyrgyzstan in terms of formation of statehood, but the authorities intend to address the problems. "The parliament plays a leading role in the state. There was legendary "manlike" and "puppet" parliament for 20 years of the country's independence. It was dissolved many times, MPs were dismissed from the Parliament, brought to the court and somebody took minister posts," Otunbayeva said.

She stressed that the presidential form of government is not suitable for Kyrgyzstan. "The President may be mediocre person with secondary education. He uses revanchist viewpoints and family and tribal relations in the elections. We have passed through this time. We chose the most appropriate form of government for us studying the experience of other countries," Otunbayeva said.
