Expert: Kyrgyz leadership does not control situation on the ground

The current situation on "Bystrotok" cross-border channel demonstrates the weakness of the Kyrgyz authorities to urge their citizens to comply with the laws and international agreements, Kazakh political analyst, head of "Who's Who in Kazakhstan" information-publishing project Daniar Ashimbayev said.

"The situation on "Bystrotok" cross-border channel demonstrates that the Kyrgyz government does not control the situation on the ground," he added. "The disrespect to the international law agreements, relating to the delimitation of the border and joint use of water resources, demonstrates the weakness of the Kyrgyz authorities to urge the citizens to comply with the laws."

He stressed that in its foreign policy, Kazakhstan is based on the existing rules of international law relating to the border delimitation and joint use of water resources.

"The border delimitation between Kazakhstan and Kyrgyzstan was conducted in compliance with international law,' he said. "It has been legalized for a long time. It can not be reconsidered in favor of individual private interests. If there are any claims, a special commission must be informed about them. The channel must not be closed."

He recalled that Kazakhstan is one of the main donors of the Kyrgyz economy. Many Kazakh investors are making investments, created joint ventures, which are now subject to nationalization.

"At present, we see the systemic failures in the Kyrgyz administration," he added. "Many revolutions in the country led to a break in the continuity of the Kyrgyz politics and the formation of the so-called revolutionary mood among the Kyrgyz population. This leads to the inability to solve problems through negotiations and find compromises."
According to him, the situation with "Bystrotok" is not single.

"The problem involves not only the channel, but the whole scope of the Kazakh-Kyrgyz cooperation," he stressed. "The Kyrgyz authorities try to reconsider the existing agreements on dubious grounds instead of resolving the disputable issues through negotiations and searching for compromises. If one can reach a compromise on some issues, no one can give the long-term guarantees."

According to him, the question of the need to take tough measures against Kyrgyzstan is raised towards Kazakhstan.

"We do not have any effective levers to influence the Kyrgyz policy, but to establish a sanitary cordon on the border for Kyrgyz goods and products," he stressed. "Our market is important to them. We have to make tough economic measures, otherwise a situation similar to the Bystrotok channel will be regular."
