President of Uzbekistan Islam Karimov has approved measures to encourage employees of self-government bodies, citizens of villages and the mahalla "in view of their contribution to the implementation of socially significant work on the spiritual and moral education of youth, social support and strengthen the institution of family, stability and harmony in society. "
Consultants on the religious enlightenment and spiritual and moral education of citizens and local government leaders of the Mahalla posboni (guardians of the order of self-government bodies) will receive a 20 per cent premium to their salaries established in accordance with bits of the Unified Tariff Scale of Pay from August 1, 2012 in accordance with the decree signed by the President of Uzbekistan.
In addition, self-government employees will receive a monthly premium to the sum of 12 per cent to official salaries "for special working conditions."
The salaries of consultants on religious enlightenment and spiritual and moral education, working in the self-government bodies located in areas in which there is no mahalla structure, will have a salary increase by one unit of the Unified Tariff Scale of Wages in accordance with the decree.
The costs of implementing these measures will be made from the state budget.
Based on the Uzbek legislation, the citizens' gatherings which functions in villages, mahallas of cities and villages, are self-governing bodies. The citizens' gatherings represent the interests of the population and adopt decisions on their behalf in their territories.
Self-governing bodies are working to engage people in social and political life, strengthening the spiritual and educational work, the preservation of well-being in families, providing financial assistance to needy families and the disabled, landscaping and also organise a number of other activities related to the institution of civilian society.
