Uzbekistan taking measures to improve availability of public services

The president of Uzbekistan Shavkat Mirziyoyev determined the priorities for the further development of the sphere and improving the convenience and availability of services for the population, Trend reports referring to the press service of the president of Uzbekistan.

It is reported that on May 10 the President Shavkat Mirziyoyev got acquainted with a presentation on the effectiveness of reforms in the field of public services.

In accordance with the decree of the head of state, the Agency for Public Services was created, which, on April 1, 2018, began work on the basis of a new concept.

In particular, if at the initial stage the list of state services provided by the agency consisted of 37 items, today their number has reached 157. Every day, citizens of Uzbekistan receive an average of 57,000 services.

In addition, since then, 117 normative legal acts have been developed to form the legal framework of the sphere. The provision of more than 70 government services has been simplified. The number of required documents has been reduced from 221 to 95, and the total period for the provision of services has been reduced from almost 500 to 271 days.

Also, 145 new buildings of centers of public services and 115 branches of the agency were built in the regions. Some 60 million paper data in the archives of civil registration have been fully digitized.

However, some issues are holding back the increase in coverage and service speed. Thus, only 11 percent of the services are provided in electronic form, since the required data array remains non-digitized. Only 30 types of services are available in the mobile application of the Single portal of interactive state services. Only 11 of them are interactive. The electronic identification system and electronic digital signature are not widely used.

Thus, the head of state identified the priorities for the further development of the sphere and improving the convenience and availability of services for the population.

Based on foreign experience, it is necessary to bring the number of services to 200 by the end of this year. An instruction has been given to make an inventory of all 716 public services, reduce the time frame, reduce the cost, and simplify the conditions and requirements for their provision.

Also, the need to increase the degree of interdepartmental integration was emphasized. Thus, it was instructed to direct 20 percent of the funds received from the provision of public services to the development of the information technology system of organizations, the digitalization of archival documents.

Moreover, measures have been identified to improve the work with electronic digital signatures, to develop a mobile application for the Unified Portal of Interactive Government Services, and to introduce discounts for persons with disabilities.
