Difficult to determine reason of increasing number of anonym phone calls on terrorism: Baku’s head police department

The head police department of Baku fails to call reason of increasing number of anonym phone calls regarding terrorism.

 "It is difficult to explain increasing number of anonym phone calls regarding terrorism recently,"Galib Arif, head of press-service of the head police department of Baku told Trend on March 13.

The last incident was registered at Icheri Shekher station of Baku metro. Somebody called hot line of the Interior Ministry and informed about explosive device at the station.

But information was not confirmed during check-up.

Criminal case is filed on article 216 (deliberately false information about terror act) of the criminal code. The investigation is underway, police department of Sabail region told Trend on March 13.

The person phoned the ministry has not been determined.
"It is difficult to determine whether it is a provocation, an earlier planned action or an action which consequences are not thought over. Investigations on earlier filed cases found out that schoolchildren phoned and informed about false terror acts. They told that did not know that these actions were criminal," head of press-service said. 

Investigation on criminal cases filed on these facts continues, Arif said.

These actions are connected with grave crime and recent low level of legal enlightenment, Mahmud Hajiyev, expert, ex-head of police department, said. 

Law enforcement agencies fight against these facts and face difficulties in revealing these crimes, he said.

"But legal enlightenment has not been conducted among population. There are individuals who do not know that these actions are criminal and commit them unintentionally," Trend expert said.

There will not be any false messages about terror acts if citizens know that these actions lead to criminal case, Hajiyev said.

During 2009 police received anonym calls about explosive devices at Nizami metro station, gymnasia of art, one of cafes in Nizami region of Baku, one of schools in Mingechaur.
