In 2009, the public allocated 2.903 billion manat out of the budget for financing social actions, including 2.763 billion manat out of its current expenses which is higher by 19.5 percent or 450 million manat than the index in 2008
Key indicators of the Public budget in 2009 were lower than in 2008. Last year the Public budget could collect 10.325 billion manat, which is 4.1 percent, or 438 million manat less than in 2008.
It should be noted that the transfers from the Oil Fund to the Public budget last year increased by 1.115 billion manat as compared to 2008, from 3.8 billion manat to 4.915 billion manat and, nevertheless, execution of 2009 Public budget was worse than in 2008.
In general, the oil revenues to the Public budget in 2009 totaled 6.897 billion manat or 66.8 percent of all budget revenues.
31.1 percent or 3.8 billion manat of budget expenditure was spent on investment projects. According to the basic economic law, in 2009, budget revenueshad to total 12.177 billion manat, expenditure - 12.355 billion manat. Budget revenues in 2008 amounted to 10.762 billion manat, expenditure - 10.774 billion manat.
As compared to 2008, in 2009 the expenditure on social protection and social provision increased by 24.6 percent, on education - 17.2 percent, on health - 16.2 percent, culture, art, information, physical training - 12.9 percent. The expenditure on the agricultural sector and environmental protection increased by 38.5 percent, housing and communal property - 24.9 percent, nationwide services - 14.7 percent, maintenance of the prosecutors, security, law enforcement, judicial authorities - 21.5 percent.
During the reported period, 70 million manat from the Public budget was spent on strengthening the capitalization of the Azerbaijan Investment Company. During the reported period, the National Fund for Entrepreneurship Development provided preferential loans amounting to 130 million manat to 2,100 entrepreneurs, which is 1.5 times higher than the results of 2008.
