July 18

President of Azerbaijan Ilham Aliyev signed an executive order on additional measures to speed up socio-economic development in Barda region.

Under the order, the local authorities of the Barda region will receive 4 million manat from the state budget to build Alpout-Mustafaagali-Garatepe-Nazyrli road, which will link 14 settlements with population of 24,000 people.

The Finance Ministry was instructed to ensure the funding envisaged in the order. The Cabinet of Ministers was instructed to implement the tasks arising from this order.

President of Azerbaijan Ilham Aliyev has received ambassador of Romania Nicolae Ureche who has completed his diplomatic mission in the country.

President of Azerbaijan Ilham Aliyev has today received newly appointed ambassador of Pakistan Inayatullah Kakar. The ambassador passed along the guard of honor. He handed over the credentials to the Head of State.

President Ilham Aliyev has today inaugurated a new administrative building of the New Azerbaijan Party`s regional branch in Khizi, the Azerbaijani President's official website said.

July 19

The President of Azerbaijan Ilham Aliyev has signed an order to appoint Arif Gasimov the head of Siyazan District Executive Power, the Azerbaijani President's official website reported.

Upon another Presidential order, Aflatun Rufiyev was dismissed from his post of head of Siyazan District Executive Power.

July 20

Azerbaijani President Ilham Aliyev has signed an order approving an Action Plan on declaring 2011 as "Tourism Year".

According to the order, Azerbaijani Culture and Tourism Ministry is defined as a coordinating body in organizing execution of the Action Plan.

The Cabinet of Ministers is instructed to ensure financing of arrangements envisaged by activities and address other issues arising from the order.

The President of Azerbaijan Ilham Aliyev has congratulated Belgium's king Albert II on country's national holiday.

President Ilham Aliyev has signed an order to grant personal stipend of the Azerbaijani President to Jamali Islamovich Mammadkhanov, Azerbaijani President's official website reported.
President Aliyev also signed an order to grant personal stipend of the Azerbaijani President to Sabir Rzayev.

The president's personal stipend is granted to Sabir Rzayev for his merits in the construction sphere.

The Cabinet of Ministers is instructed to address issues arising from these orders.

July 19

Moscow hosted the 29th meeting of the special working group on the convention on the legal status of the Caspian Sea at the level of deputy foreign ministers of the Caspian states on July 19-20. Nothing hampers the signing of a full framework convention on the legal status of the Caspian Sea, Azerbaijani Deputy Foreign Minister Khalaf Khalafov said in Moscow today.

July 20

Azerbaijani Foreign Minister Elmar Mammadyarov received Romanian ambassador Nicolae Ureki in connection with the completion of his diplomatic mission in Azerbaijan.

During the meeting Ureki expressed satisfaction with the work of Romanian ambassador to Azerbaijan. He said that he has worked to expand and develop relations between the two countries and stressed the fruitful cooperation with the Azerbaijani Foreign Ministry in this direction.

Mammadyarov expressed the best wishes to Romanian ambassador and wished him success in his future endeavors.

Latvian citizens in Azerbaijan will be able to vote in a referendum on the dissolution of the seym on July 23. They will be able to do this at a polling station, organized by the Latvian Embassy in Baku.

July 22

Azerbaijani Foreign Minister Elmar Mammadyarov received British Ambassador Carolyn Browne, who completed her diplomatic mission in the country, the Foreign Ministry said.

Ambassador stressed that she has spared no efforts to develop bilateral relations during her activity in Azerbaijan.

Azerbaijani Foreign Minister wished the diplomat success in her future endeavors.

Azerbaijani Foreign Minister Elmar Mammadyarov has today received a delegation of the Parliamentary Assembly of the Council of Europe (PACE).

Mammadyarov informed the guests about the dynamic process of development and Azerbaijan's increasing regional role.

Nagorno-Karabakh conflict

July 18

On July 17, the Armenian Armed Forces opened fire to the Azerbaijani troops from the positions in the nameless heights in the Goranboy region at 19:40 - 20:00 and from the positions outside the Javahirli village in the Agdam redion at 01:20- 01:30 on July 18, the Azerbaijani Defense Ministry reported.

The Azerbaijani troops answered their fire.

The Co-Chairs of the OSCE Minsk Group, Ambassadors Bernard Fassier of France, Robert Bradtke of the United States, and Igor Popov of the Russian Federation reiterated to both Presidents the importance of reaching agreement on the Basic Principles as the framework for moving to final settlement negotiations.

The Armenian Armed Forces opened fire from positions in the nameless heights in the Armenian Krasnoselsk region at the Azerbaijani troops in the nameless heights in the Gadabay region at 17:15- 17:25 on July 18, the Azerbaijani Defense Ministry reported.

Further, the Armenian armed forces opened fire at the Azerbaijani troops from positions outside the Ashagi Abdulrahmanli, Gorgan , Garakhanbayli and Horadiz in the Fuzuli region at 23:15-23:50, the ministry reported.

The Azerbaijani troops answered their fire.

July 19

The State Commission on POWs, Missing Persons and Hostages has registered 4,043 missing persons and 1,400 released POWs and persons earlier taken hostage as of July 1.
It was found that 13 people registered in the commission as missing and being held captive in the occupied territories.

Azerbaijani diaspora organizations have made a joint statement regarding the murder of 13-year-old girl by the Armenians.

"The act of vandalism committed by Armenia in the Alibeyli village of Azerbaijan's Tovuz district killed 13-year-old Shahmaliyeva Aygun Zireddin. This is not the first act of vandalism committed by Armenia against children," the statement said.

On July 19 and 20, the Armenian Armed Forces opened fire to the Azerbaijani troops from the positions outside the Ashagi Seyidhmadli and Alxanli villages at 23.10-23.25 and 03.40-03.50, the Azerbaijani Defense Ministry reported.

Also, the fire was opened to the Azerbaijani troops from the positions outside the Javahirli village in the Agdam region at 00.50-01.10.

The Azerbaijani troops answered their fire. No causalities were reported.

July 20

The Armenian Armed Forces opened fire from positions in the nameless heights in the Armenian Krasnoselsk region at the Azerbaijani troops in the nameless heights in the Gadabay region at 13.00-13.15 on July 20, the Azerbaijani Defense Ministry reported.

Further, the Armenian armed forces opened fire at the Azerbaijani troops from positions outside the Garakhanbayli village in the Fuzuli region at 03.35-03.40 on July 21, from positions outside the Javahirli village in the Agdam region at 03.50-04.00, the ministry reported.
The Azerbaijani troops answered their fire.

July 21

On July 21, the Armenian Armed Forces opened fire to the Azerbaijani troops from the positions outside the Tapqaraqoyunlu village in the Goranboy region at 10.45-11.10, at 16.45-16.50 and on July 22 at 00.05-00.09 - from the positions outside the Ashagi Abdurrahmanli village in the Fuzuli region;

Also, the fire was opened to the Azerbaijani troops at 00.25-00.45 from the positions on the nameless heights in the Dashkesan region, at 01.20-01.25 from the positions near the Javahirli village in the Agdam region, and at 05.50-06.10 - from the positions on the nameless heights in the Jabrayil redion, the Azerbaijani Defense Ministry reported.

The Azerbaijani troops answered their fire. No causalities were reported.

July 23

The Armenian Armed Forces opened fire at the Azerbaijani troops from positions outside the Gorgan village in the Fuzuli region at 03:20-03:25 on July 23, the Azerbaijani Defense Ministry reported.

The Azerbaijani troops answered their fire.
