Egyptian President Hosny Mubarak said on Sunday that Israel should bear responsibility for the collapse of the peace talks, dpa reported.
"International action, until now, has fallen short of the magnitude of the implications and risks," Mubarak said.
"Israel should bear responsibility for the halt of the negotiations and understand that the security of its people will be achieved through peace not arms or occupation," Mubarak told the parliament.
Direct talks between Israel and Palestine began in early September but fell apart within a month, after Israel refused to renew a 10-month partial moratorium on settlement building.
