Tantawi will meet the head of Libya's ruling National Transitional Council, Mustafa Abdul Jalil. The two sides are expected to sign agreements in the areas of labour, oil, communication and education.
Tantawi was leading a delegation of members of the ruling Supreme Council of the Armed Forces and ministers for foreign affairs and oil.
Thousands of Egyptian workers were forced to leave oil-rich Libya because of the revolt against now-slain leader Moamer Gaddafi that began in February.
