A final attempt by Spanish trade unions and the employers organization CEOE to agree on labour market reform failed early Thursday after 10 hours of talks, union sources said.

A final attempt by Spanish trade unions and the employers organization CEOE to agree on labour market reform failed early Thursday after 10 hours of talks, union sources said, DPA reported.

Prime Minister Jose Luis Rodriguez Zapatero's government is now expected to adopt a decree to impose the reform, which is backed by the European Union.

The government intends to approve the measures on June 16. It was expected to include cuts to severance pay and changes to some of the strongest worker protections in Western Europe.

Unions have said they would respond to a unilaterally imposed reform with a general strike. Public sector employees already staged a 24-hour strike Tuesday, but it drew a weak following, arousing doubts about union strength.
