The investigation against former high-ranking officials should not have a political character , former Council of Europe Commissioner for Human Rights, and the special adviser of the EU on legal and constitutional issues in Georgia, Thomas Hammarberg said in Tbilisi.
He presented a report "Georgia in transition - a report on human rights : the existing premises , steps taken and challenges", at the "Radisson Blu Iveria" hotel on Sunday.
The report is based on the experience gained during the visits of Thomas Hammarberg in Georgia in eight months.
"There is some suspicion on the issue, both within the country and abroad. Investigation should not have a political sign, this should be avoided," Thomas Hammarberg said.
Before the report preparation, he held meetings with ministers , parliamentarians, representatives of the opposition , public defender, non-governmental organizations, research organizations , the diplomatic community and the people whose rights had been violated.
Thomas Hammarberg's report contains 40 pages.
