Turkey's deputy prime minister Beshir Atalay says Syrian forces do not appear to be complying with the cease-fire and are continuing their attacks, especially in the towns of Aleppo, Idlib and Homs, Anadolu agency reported.

Beshir Atalay said Turkey relayed concerns to visiting U.N.-Arab League envoy Kofi Annan on Tuesday that the Syrian regime might just be "trying to win time." He says the U.N. Security Council should intervene to stop the violence if the bloodshed continues.

Annan met with Syrian refugees at a Turkish camp in the southern province of Hatay. Atalay announced the number of refugees in Turkey as 24,600.
