Karabakh Forum’s Proposals Document Addressed to Azerbaijani Government

Azerbaijan, Baku / Trend corr. S.Ilhamgizi / Mirmahmud Miralioglu, the Co-Chairman of the Union on Democracy, stated on 7 June that the task group of the Karabakh forum, held through the organizational assistance of the Union on Democracy, developed a document listing proposals on resolving the Nagorno-Karabakh conflict.

The document was addressed to the Azerbaijani President, Ilham Aliyev, Parliament Speaker, Oktay Asadov, and the President of the National Science Academy, Mahmud Karimov.

During the national Karabakh forum, held on 24 May, attended by opposition parties, political scientists, representatives of Azerbaijani society, the task group was found. The document, developed by the task group, envisages the necessity to declare principles on the basis of which the negotiations are being held.

"The issue on withdrawing Russian troops from Armenia must be brought up. The Azerbaijani Government must adopt the programme for immediately resolving the Nagorno-Karabakh conflict. The mediation of the OSCE Minsk Group must also have a term. They are necessary in the creation of Karabakh and Territorial Institutes. National forces should begin a broad campaign on cessation of supporting Armenia, to include the United States, France, Russia and Iran. Armenia must be recognized as the aggressor country and there must be sanctions applied towards the country. The Karabakh mission must be created in the Parliament," the document stated.

The forum of political parties considered that Azerbaijan must provide a means to strengthen its army and increase the wages of military officers, while at the same time not advertise it.

Twenty percent of Azerbaijan, including Nagorno-Karabakh and seven neighboring regions, have been under Armenian occupation since 1992.

In 1994 Azerbaijan and Armenia achieved a cease fire agreement.

The OSCE Minsk Group, represented by the United Sates, Russia and France, are mediators in the peaceful resolution of the conflict.

The Azerbaijani Government is proceeding in its peaceful negotiations with Armenia.
