Trend I.Alizade / The Chairman of Azerbaijan Parliament's Permanent Commission on Legal Policy and State Establishment, MP Ali Huseynov, said on 17 September that the Council of Europe and OSCE requires the appointment of a commissioner to work with suspected and accused persons who are held in holding prisons.
According to the report of the Anti-Torture Committee of Azerbaijan, over six months of this year, cases of torture have mostly been taking place in the holding prisons. According to Huseynov, the draft law to ensure the rights and freedom of suspected and accused persons who are held in holding prisons has been devised in co-operation with the OSCE and has been submitted to the first reading. There was no difference in the work on the draft law. "The international organization requires the establishment of a special organization to work with suspected and accused persons who are held in holding prisons and to appoint a commissioner for this work," Huseynov said.
In addition, there is a problem with the repeat of the articles of the law on the rights and freedom of suspected and accused persons who are held in holding prisons in other legislative acts. "We should resolve these two problems," the MP said.
According to him, the draft law is planned to be submitted to the second reading and will be presented for discussion in November.
