Azerbaijani government to file suit at Hague Court on Khojali genocide

The Azerbaijani government examines an issue to file a suit at the international Hague court against Armenia on the Khojali genocide, the Presidential Administration Public-Political Department Head Ali Hasanov told Trend on Feb. 11.

"Evidences on Armenia's committing genocide against Azerbaijanis are obvious. We have investigated them for several years and publicize them to world community. If it is possible to appeal to the Hague Court on this case, we will use this opportunity," Hasanov said.

On the night of 25 to 26 February 1992 the Azerbaijani settlement of Nagorno-Karabakh, Khojali, was occupied by Armenian separatists, with active participation of military personnel and army tanks of the 366th regiment of the Russian army. In a matter of several hours, more than 600 unarmed Azerbaijani citizens, including 106 women and 83 children, were brutally killed. The annihilation of the peaceful people continued for several days during which time the Armenians executed and killed prisoners, committed violence against women and children, cut off the heads of Azerbaijani military prisoners and had them hung up. During this crime, 487 people, including 76 juveniles were physically disabled and 1,275 people were taken prisoner. Despite the release of most of the prisoners, the fate of 150 people is still unknown.

The Azerbaijani parliament adopted resolution on the Khojali genocide several years ago. The resolution says that the Armenian Armed Forces, Armenian terrorist groupings in the Nagorno-Karabakh and members of the 366th regiment of the Soviet army in Khankendi city are organizers of the crime. Oganyan Seyran, Yengeniy Nabokikhin and Valeriy Mkrtchyan headed the Khojali capture operation. Criminals of the Khojali genocide are Slavik Arutyunyan, Andrey Ishkhanyan, Sergey Beglayan, Movses Akopyan, Grigori Ksebkyan, Vachik Mirzoyan, Vachagan Ayriyan, Alexander Ayrapetyan and other servicemen of the 366th regiment.

Karo Petrosyan, Vitali Balasanyan, Seyran Tumasyan and Valeriy Grigoryan from the Armenian Armed Forces participated in shooting of the civilians.

Criminals who annihilated civilians are the Khankandi Interior Affairs Department Head Armo Abramyan, the Asgaran Interior Affairs Department Head Mavrik Gukasyan, his deputy Shagen Barisgyan, the Armenian Popular Front Chairman in the Nagorno-Karabakh Vitali Balasanyan and the Khankandi  Jail Chief Serzhik Kocharyan.

Hasanov said that some Non-Government Organizations (NGO) and other institutions initiate to file a suit on the Khojali genocide at the International Criminal Court (the Hague Court) against Armenia.

A total of 39 people are in an international search due to participation in the Khojali genocide, the Prosecutor General Office's Press Secretary Eldar Sultanov told Trend on Feb. 11. Commander of the 366th regiment Yuriy Zarvigorov is amongst the abovementioned wanted.

Sultanov said that the Prosecutor General's Office field a lawsuit on the Khojali genocide in accordance with the Articles 103 (genocide) and 107 (deportation or people's forced resettlement).
