The Mejlis (Parliament) of Turkmenistan conducted extensive work to strengthen the capacity of members and staff of the national parliament in a series of two-day seminars covering all regions of the country. Seminars were conducted from mid-November with the support of the UN Development Program (UNDP) for more than 149 deputies of the Mejlis, the UN reported.
Seminars were held in the framework of the "Parliamentary Development Support Program" implemented by the Mejlis of Turkmenistan jointly with the UNDP.
MPs and staff of the Mejlis discussed issues related to improving national legislation in accordance with international norms and standards, as well as the priorities of socio-economic development of Turkmenistan until 2030.
The seminar participants looked at various methodologies for development and adoption of legislative acts, forms of work of parliamentary groups and committees, major stages of the legislative process, as well as prospects for enhancing capacity of MPs for effective conduct of parliamentary hearings and discussions of laws.
Seminars also overviewed the international legal framework in the sphere of labor regulations and international experience in budget making. Issues relating to economic and social policy, including legislation on labor, housing, social security and budget were also discussed.
Conducting such workshops at the regional level, involving deputies working on the ground in the constituencies, is an important factor in further strengthening the institutional capacity of the Turkmen Parliament. It is also a vivid example of the long-term and fruitful cooperation between UNDP and the Mejlis of Turkmenistan," Chairman of the Mejlis's Committee on Economic and Social Policy Byashim Annagurbanov said.
During the seminars, the participants exchanged views on the possibilities of further increasing the capacity of parliamentarians.
