The government of Uzbekistan has taken a number of measures to improve the procedure for organizing and conducting electronic public procurement in the construction sector in order to ensure transparency in public procurement, Trend reports citing Norma information and legal portal.
Thus, it is envisaged to introduce a new system for organizing and conducting public procurement in the construction sector, providing for an electronic tender (competition) without submitting the general and technical parts of the tender documentation;
Also, a comprehensive examination of tender documents and technical specifications will be carried out only by assessing the volume of goods (works, services) and their price parameters.
It is also noted that bidders will not be able to take part in tenders if the volume of their financial obligations for the current year is more than 1.5 times higher than the largest volume fulfilled by construction and contracting organizations in one year of the last three-year period.
In addition, the funds saved as a result of the tender, without prejudice to quality and volume in relation to the price specified in the contract, are left at the disposal of the contractor.
It is reported that government customers will need to ensure that construction tenders are held online through the operators of a special information portal.
The Ministry of Construction, together with the Ministry of Finance, was instructed to establish an electronic exchange of information between operators of a special information portal for holding tenders in the national information system "Transparent Construction".
The decree approved the Temporary Procedure for Organizing and Conducting E-Government Procurement in the Construction Industry. The competition is held in the following order:
- the customer decides to hold a tender;
- the composition of the procurement commission is approved;
- the competition is held by the organizer of tenders;
- offers from applicants are accepted and taken into account automatically;
- an electronic report is generated based on the calculation results;
- the electronic declaration is announced on the portal; an agreement is concluded with the winner of the competition.
