Azerbaijan adopts new concept of service to taxpayers by 2016

The Taxes Minister of Azerbaijan Fazil Mammadov signed an order approving the concept on development of services to taxpayers by the tax authorities in 2011-2015, said a statement released on the Ministry's official website on Monday.

In order to bring the directions of the tax system of Azerbaijan in line with EU policy on tax harmonization and the accepted standards of anlogovomu administration on 3 November last year approved a strategic plan, which identified criteria for the implementation and direction of the tax system, improvement of tax legislation and administration.

The concept envisages developing the service sector of taxpayers at a new level, expanding the scope of their coverage and quality. The main goal is to develop the concept of voluntary compliance with tax laws by supporting enterprise development and using most modern information technologies.

A concept of service to taxpayers was prepared in 2003, with the participation of a consultant on tax administration of the U.S. Treasury. Within this, there were identified a number of major activities of tax authorities such as informing taxpayers, enlightenment, preparing various publications on taxes, introducing appeals and declarations, and introducing e-declaration in 2007.

In addition, under the State program of improving tax administration in 2005-2007, several projects have been implemented: telephone information service was established, 16 computer terminals were opened in the regions of the country, 454 methodological rooms were created at secondary schools, the official website of the Ministry was translated into three languages: Azeri, English and Russian, an electronic tax administration was created, enterprises were started to be registered through a system of "single window".
