According to statistics, the number of employed people in Azerbaijan reached over 4.375 million people as of early 2012.

About 31 percent, or 1.381 million people of them work on the basis of an employment contract, Azerbaijani Minister of Labour and Social Protection Fizuli Alakbarov said during a conference on "Combating illegal employment and strengthening the protection of employees'
rights" today.

"This figure is a significant argument in favor of the existing problem," he said. "The purpose of this conference is to solve the problem with illegal employment without any further intervention or checks."

He said that the Ministry of Labour and Social Security creates a special working group, which will include the representatives of the Ministry of Taxes, the State Social Protection Fund, State Statistics Committee and other state agencies, which aims to combat illegal
employment.

"This group will regularly hold meetings, discuss problems and meet with entrepreneurs," he said.

The minister said that most of the illegally employed people are in the private sector. It is planned to increase the requirements for employers to resolve this problem.
