Azerbaijan strengthens insurance requirements for passenger carriers

Requirements for passengers insurance increase due to the strengthening of control of passenger transportation by road transport in Azerbaijan.
According to the changes in the rules of transportation of passengers and luggage by road transport, approved by the Cabinet of Ministers of 17 September 2009, the list of documents required for the driver involved in this activity has been expanded with the addition of the document for vehicle.
Previously, it was sufficient to provide a certificate confirming the conclusion of an agreement on compulsory insurance of civil liability of vehicle owners.
Alongside with this the evidence of the contract of compulsory personal insurance of passengers in case of accidents on vehicles transporting the passengers (with the exception of intra-urban and intra-settlement transportations) will be also required.
As part of general requirements for passenger transportation, aside from these two types of insurance, it is also needed to have an agreement on compulsory insurance against disability resulting from occupational diseases, and work accidents taking place while the vehicle staff is executing its duties.
In case of non-fulfilment of the requirements [on conclusion of insurance contracts] the carrier may be warned, or removed from traffic.
The paragraph about granting a six-month time limit for filing a lawsuit for claims on passenger transportation requirements is excluded from the rules. This period starts with the infliction of damage to the person.
Collections on mandatory individual insurance of passengers against accidents increased by 26.3 percent to 85,400 AZN in January-July, 2014 versus the same period of last year, and there have not been any payments.
The collections on compulsory insurance of the vehicle owners' civil liability rose by 0.28 percent - to 37.85 million AZN, while payments on this insurance type increased by 16.2 percent - to 16.3 million AZN.
