Uzbek government sold 28 wholesale enterprises selling alcohol to the country’s private wholesale companies, Trend reports with reference to Uzbekistan’s Ministry of Finance.
This reduces the state’s participation in the economy of the alcohol industry.
According to the information, the changes in the alcohol market will occur on the basis on updated procedures in 2020. In 2019, radical changes were made to the regulation of the alcohol market.
Decrees and resolutions by President Shavkat Mirziyoyev are aimed at further developing viticulture and winemaking, improving the system of sales of alcohol and tobacco products, effective monitoring their production and turnover, reducing state participation in the economy and increasing the investment attractiveness of the country.
Furthermore, the Cabinet of Ministers approved Regulation on the procedure for licensing the production of consumer and technical ethyl alcohol and alcoholic beverages. According to the Regulation, licensing requirements are strictly defined for manufacturers to control the quality, production and circulation of alcoholic beverages.
The country is actively introducing information technology in the regulation of the alcohol market. Since July 1, 2019, manufacturers and wholesale companies have ensured the full use of the electronic invoice system in the sale of alcohol.
In December 2019, work began on a pilot project on product labeling using identification tools for local manufacturers and importers with the gradual introduction of surveillance procedures to prevent illegal smuggling of certain types of goods; improve production, sale and accounting mechanisms; and increase taxes and other mandatory payments, branding and product identification for local manufacturers and importers.
The pilot project is launched by five manufacturers of alcoholic beverages - Toshkentvino Combine JSC, Kamkhar LLC, AFSAR COMPANY LTD LLC, Kibray Sharob production company, Far-Wab LLC and 2 Inter Rohat and Mehnat beer brewers.
In turn, the system will be implemented at wholesale and retail enterprises to ensure the full functioning of the branding system using identification tools.
A draft government decree on the licensing of wholesale enterprises was prepared, and it will soon be possible to issue licenses to private entrepreneurs for this activity.
