Kazakhstan identifies priority tasks to develop agriculture by 2025

To further develop agricultural business and increase labor productivity in the agro-industrial complex of Kazakhstan, country’s Agriculture Ministry continues work to ensure the effectiveness of state support, Kazakhstan’s Minister of Agriculture Saparkhan Omarov said, Trend reports citing the ministry.

The minister said that subsidizing mechanisms, which previously assumed a unified approach, without taking into account the specifics and priority of industries were revised in 2020. The thresholds for access to subsidies for small and medium-sized farmers have also been changed.

To increase the efficiency of state support, starting this year, counter-obligations for business will be introduced in stages. At the same time, by increasing the volume of subsidies for basic support instruments, the level of renewal of agricultural machinery is to be increased to 6 percent, the use of mineral fertilizers to 30 percent of the norm, and the level of application of high-quality seeds to 97 percent by 2025.

In order to increase the availability of financing in the agro-industrial complex, the Ministry of Agriculture plans to expand the possibilities of lending to farmers, including through second-tier banks and development banks, and also does not exclude the possibility of expanding forward purchases and introducing grants for youth for the implementation of projects in the agricultural sector.

In addition, the Ministry of Agriculture will create a single electronic resource covering all measures to support the agro-industrial complex for the convenience of the farmers.

Omarov also talked the process of developing the National Project for the Development of the Agro-Industrial Complex. He noted that the concept of the document is currently under discussion with agribusiness and representatives of the scientific community. All the announced measures for the development and support of the agro-industrial complex will be included in the National Project.

"As a result of the measures taken, the labor productivity will be increased by 2.5 times over next five years, the export of products and the income of agricultural workers will be increased by 2 times, as well as 4.1 trillion tenge ($9.8 billion) of investments will be attracted to the industry," the minister said.
