Kazakhstan to develop online data storage on oil and gas turnover

Kazakhstan's Ministry of Energy is developing a Web service to provide information online from the entities engaged in activities in the field of crude oil and gas condensate turnover, which is to start operating from January 1, 2020, a representative of the ministry told Trend.

As noted by the representative, according to the Kazakhstan’s Law on 'Subsoil and Subsoil use', the information system for accounting crude oil and gas condensate (ISACOaGC) is to be introduced in the country.

“ISACOaGC is designed for automated daily collecting, processing, storing and using data on the amount of crude oil and gas condensate in circulation prepared for delivery to the consumer in accordance with the requirements of the current normative and technical documents adopted in accordance with the established procedure,” the representative said.

According to the representative, within ISACOaGC, the operator of crude oil and gas condensate accounting is selected by the authorized authority in the field of hydrocarbons. The operator collects information to include in the information system.

“By order of the Kazakhstan's minister of energy, the Information-Analytical Center of Oil and Gas JSC was selected to be the ISACOaGC operator,” the official said.

The representative noted that by the order of the minister, the rules for the formation and operation of the information system for the accounting of crude oil and gas condensate have been approved.

“The introduction of this system is included in the Plan of activities for the implementation of the Digital Kazakhstan State Program,” the representative said.

The official added that the country is also working on the development of an investment proposal and terms of reference for the creation of an information system for crude oil and gas condensate accounting.

“Following the funds' allocation, work on the development of the system will be carried out. The ministry is already developing a Web service to obtain information online, which can be put into operation starting from January 1, 2020,” the representative said.
