Kazakhstan to launch oil accounting system

An information system for accounting for oil and gas condensate (ISUN) will be put into commercial operation in Kazakhstan this year, Deputy Head of Energy Ministry Zhanat Zhakhmetova said during a briefing at the Central Communications Service, Trend reports referring to the ministry.

She reminded that the work on the creation and implementation of the ISUN is carried out within the ‘Digital Kazakhstan’ state program. To date, the general scheme of equipping with metering devices has been approved, the system has been launched in a pilot mode and 4 oil producing organizations, 4 oil transportation organizations and 3 oil refineries are connected to it.

By the end of the year, according to her, it’s planned to connect the organizations carrying out over 60 percent of the total production and processing of oil and gas condensate to the ISUN.

Along with the above, Zhakhmetova added, the Unified State Subsoil Management System (EGSU), which is a reporting tool for subsoil users, continues to function in the Ministry of Energy since 2014. Moreover, EGSU monitors the fulfillment of license and contract conditions and collects operational information on oil production, transportation and refining.

Up to date, 147 subsoil users have been registered in the system. Through EGSU, the following was implemented: 10 types of integrations, subsoil use permission (e-license), ERSOP (Unified Register of Subjects/Objects of Checks); the ability to issue a consolidated application to obtain data from local executive bodies; automatic consolidation and formation of the CIS delivery plan; electronic forms for submitting reports.

The official also reminded that the ministry has automated three state services: transfer of the right to subsurface use and objects related to the right to subsurface use; conclusion of contracts for subsoil use for hydrocarbons and uranium mining and additional agreements to contracts for subsoil use for hydrocarbons and uranium mining.

At the same time, it’s planned to automate the development of a plan and schedule for the supply of oil and petroleum products, to digitize existing contracts and amendments to them (concluded before 2018) for further monitoring of the fulfillment of the obligations of the license and contractual conditions and fully translate reports into electronic format.

In total, the Ministry of Energy provides 23 public services, of which 22 are in electronic format. In the first quarter of 2021, 737 public services were provided, of which 691 electronically, and 46 in paper format.
