The work on the final document, regulating the registration system of IMEI codes of mobile phones, has been completed, RCom director general Seymour Mammadov told Trend.
Azerbaijani company RCom, performing the functions of the system integrator, was chosen as a company that performs maintenance work on the construction of the system.
The document is intended to regulate the rules of both mobile operators, importers, and private users.
Mammadov said that the document, agreed between all participants of the project, which includes ministries and departments of the republic, has been submitted to the Azerbaijani Cabinet of Ministers.
"Today, the rules of the project are prepared. The rules will be formally confirmed in August and September. The adoption of the document will specify the role of mobile operators in the project", Mammadov said.
The government has already given necessary instructions to ministries to prepare a coordinated plan, which will form the basis to realize the project.
All the information within the project will be included in a single head center, which will be created in the Ministry of Communications and Information Technologies. The database will be supplemented by ІМЕІ codes of mobile phones, which will be imported into the territory of Azerbaijan. They will be registered via the customs authorities, as well as by connecting to the operator's network.
After the formation of the database, one can have an idea about the state of the mobile phone market (market amount, the number of legal and illegal products). The new system will more effectively combat both the theft and the illegal importation of mobile phones into the country. After legal base for registration IMEI-code of mobile phones enters into force, hardware and software that will disable the phones, illegally imported into Azerbaijan, will be connected.
The project involves mobile operators and state agencies. Verification and registration of imported mobile phones is carried by the State Customs Committee. Regulator of the project is the Ministry of Communications and Information Technologies.
