Azerbaijan and Russia have reached a preliminary agreement on the reduction of roaming tariffs, Azerbaijani Communication and IT Minister Ali Abbasov told the media on Tuesday.
"A document on the issue is expected to be signed with the Russian Ministry of Communications and Mass Media," Abbasov said.
"High roaming tariffs are the most important issue and we are doing our best to solve it," he said.
